UK insurer the International Transport Intermediaries Club (ITIC) has told shipping agents to be on their guard when cargo owners cannot present bills of lading during the coronavirus crisis.
It has issued advice setting out the steps they should take to protect their interests should consignees not be able to provide documentation.
ITIC said that with lockdowns continuing around the world, port agents may be asked to deliver goods without a bill of lading being handed over.
"The consignee may claim that they have not received the bill of lading from the shipper or cannot present it to the port agent because of lockdown," it added.
If original bills of lading remain with the load port agent, ITIC is recommending first that agents obtain written permission from the principal to release any cargo.
They must also ask the principal if a letter of indemnity from the consignee is required, and check all freight has been paid.
The principal may also ask the agent to check with the shipper as to whether they have released the bill of lading to the consignee.
"This will help avoid releasing the goods to a fraudulent party," ITIC said.
"The agent should ensure they pass all relevant information to their principal for review and approval."
