A Romanian cargo ship has been banned in Europe after failing to a call at a ship repair yard.

The Paris Memorandum of Understanding on Port State Control (Paris MOU) said the 7,200-dwt African A (built 1986) was detained after failing an inspection in Venice, Italy, on 12 March.

The vessel then left the port on 16 March but did not head to a designated repair yard in Alexandria, Egypt, as agreed.

The African A will now be refused further access to any port and anchorage in the Paris MOU region.

The cargo ship was held with 14 deficiencies in Venice.

Grounds for detentions included a lack of knowledge of fire drills, missing high-pressure lines and oil leakage alarms, and inoperative rescue boats.

The steering gear was also not properly maintained.

The latest AIS data for the ship shows the African A at anchor on 6 April off Marsa Brega in Libya.

The vessel is operated by African Express of Romania, which could not be contacted.

The ship has seven inspections on its record on the Equasis database.

It was held once before in Iran in 2018.

Two other vessels banned

The Paris MOU banned two other vessels for not docking in repair yards in December 2021 and January this year.

The 1,500-dwt Bella (built 1983) was detained in Messina in Italy on 16 September 2020 and eventually left Paris MOU waters on 14 November 2021.

It was agreed that the Cameroon-flag vessel agreed would head for repairs in Greece, but AIS data showed it underway off Djibouti on 20 December.

Meanwhile, the 2,300-dwt NS Dante (built 1982) was banned in December.
