The former US Coast Guard Jacksonville port captain has been named head of TOTE Services.
Captain Jeff Dixon will take over the role vacated by rear admiral Phil Green Jr after his retirement in November.
Dixon joined TOTE Services — the ship management arm of Jones Act player TOTE Maritime — in May 2017 as the vice president of marine operations, government and commercial.
Prior to that, he spent 27 years on active duty with the Coast Guard, last as the captain of the port for the agency's Sector Jacksonville.
During Dixon's tenure as port captain, the TOTE-owned 5,330-lane-metre El Faro (built 1975) sank during Hurricane Joaquin, killing all 33 crew members.
Two years later, the National Transportation Safety Board blamed the sinking on the captain's lack of action to avoid the storm, use of outdated weather data and late decision to muster the crew.
Dixon graduated from the Coast Guard Academy with a bachelor of science in management and economics and has a masters in public policy from George Washington University.
