Somali officials have urged NATO to do more to combat piracy.
They want its ships to prevent the illegal fishing that is believed to have led to the hijacking of the 1,800-dwt Aris 13 (built 1981) last week, Reuters reported.
It was freed swiftly with no ransom paid by the Puntland Maritime Police Force.
Puntland officials blamed local people's anger over illegal fishing by overseas ships for the incident.
"We requested NATO warships to tackle the illegal fishing, but they replied it was not their mandate," Abdihakim Abdullahi Omar, the vice president of Puntland, told reporters at Bosasso port.
"We told them that if they cannot take measures against the illegal fishing vessels who come under their cover and those who pour wastes into our waters, then their presence is a burden rather than a benefit."
NATO has previously said that illegal fishing along Somalia's coast is not in their mission.
Experts said its low freeboard made the Aris 13, which was the first successful hijacking by Somali pirates since May 2012, particularly vulnerable.
