Denmark has maintained its position at the top of the Paris MOU on Port State Control White List of star performers.

The Paris MOU assesses the performance of flag states over a rolling three-year period. The latest list reflects PSC inspections between 2020 and 2022.

Denmark was top for the second year running, recording just nine detentions out of 1,121 inspections.

Italy ranked second on the White List, up from 10th last year.

Greece improved its position, jumping from sixth in last year’s list to third. Cyprus went from 13th to eighth.

The world’s largest ship register, Panama, has fallen off the While List and into the Grey List.

As might be expected, Panama had by far the largest number of inspections (5,472) of which 366 resulted in a detention.

The second and third-largest flags, Liberia and the Marshall Islands, remained securely on the White List.

The rankings involve 66 flags and include those that have had at least 30 inspections.

High risk

Cameroon finished at the very bottom of the Black List of the worst performers, with 22 detentions out of 93 inspections, and is the only flag state to be given a “very high risk” rating.

The Paris MOU’s assessment includes the performance of recognised organisations that carry out statutory ship inspections on behalf of flag states.

The American Bureau of Shipping came top of the list with just one detention out of 5,764 inspections, followed by DNV, Lloyd’s Register and the Korean Register of Shipping.
