The Paris MoU port state organisation has banned a Russian cargoship for a year after multiple detentions.

It said the 3,400-dwt Sormovskiy-32 (built 1974) will be refused access to all Paris MoU ports after it was held for six days in Taganrog, Russia, with 15 deficiencies.

Vessels are banned for three months if it is a first offence, but 12 months if they have been barred before.

Grounds for detention included a lack of training in abandon-ship drills, ISM deficiencies, non payment of wages and damaged electrical equipment.

A previous detention in Poti in June was made on the grounds of cracks or fissures in bulkheads.

This was the third detention in the Paris MoU region within the last three years.

The ship flies the flag of Comoros which is black on the current Paris MoU list.
