The Paris MOU port state organisation has banned a defective Turkish cargoship for three months.
The 3,100-dwt Cerencan (built 1987) was detained in Azov, Russia, this month for four days, with 23 deficiencies.
This was its third detention in the last three years, having been previously held in Russia's Yeysk and Temyruk ports.
The ship, operated by Ege Trading of Istanbul, flies the flag of Togo, which is on the Paris MOU's black list of registers.
Inspectors in Azov found inoperative emergency generators and lifeboats, as well as missing doors and faults with fire pumps.
