The ship may have been carrying about 1,000 tonnes of bunkers at the time of the accident involving a CoscoCS bulker.
Most of its 136,000-tonne condensate cargo has evaporated.
The Financial Times reported that China is readying robots to explore the hull of the vessel.
The operation will also include surface ships and divers.
It could lead to holes being plugged in the hull.
