Provincial authorities have decided to require tankers to have tug escorts to lift oil from the planned expansion of the Westridge Marine Terminal.

And two additional tugs will be purchased for oil spill response.

The conditions were part of this week's approval of the Trans Mountain pipeline expansion, which will deliver crude to the export terminal.

Last month, Canada's federal government approved the Kinder Morgan-backed pipeline, which will triple the volume of crude oil carried from Canada's oil producing province of Alberta to British Columbia.

The Westridge Marine Terminal, where the pipeline terminates, was permitted to increase monthly tanker transits from five to 34.

The BC government, though, will require tug escorts from Race Rocks, off the coast of the provincial capital Victoria, through the Burrard Inlet in Vancouver. It was not clear whether the escort would be required on both laden and unladen transits.

BC will also require Kinder Morgan to spend some CAD 150m ($114m) on increasing oil spill response efforts in the region. That plan will require two new tugs in the region.
